Chandigarh: According to State Vigilance and Anti-Corruption Bureau reports, 773 persons including 70% government officers and employees were arrested for corruption in past 5 years in Haryana, of them 22 were dismissed and 40 the number of corruption cases in 2024 and 2025 up to August. Information reveals, Haryana ranks seventh in the country in corruption cases. The average conviction rate in five years was recorded at approximately 32.53%, meaning 33 out of 100 people involved in corruption were convicted. The rising cases of corruption have pushed Haryana to seventh place in the country. Corruption cases in the state have increased by 78.48% in the five years with effect from January 2021 to August 2025, as per data from the National Crime Records Bureau (NCRB) Report 2023, up to 2023. The State Vigilance and Anti-Corruption Bureau reports also reported severe action was taken against accused arrested in corruption cases.
The State Vigilance and Anti-Corruption Bureau team arrested 226 accused in corruption cases in 2023 which included 30 gazetted officers, 156 non-gazetted officers and 40 private individuals. Similarly, in 2024, 117 arrests were made including 47 gazetted officers, 57 non-gazetted officers and 29 private individuals. In 2025, 141 accused were arrested which included 112 government officials (one gazetted officer, 111 non-gazetted officers and 29 private individuals). Information also reveals that 22 persons were dismissed and 40 severely punished in five years. In 2025, 6 officers and employees were dismissed while 11 received severe punishments. The conviction rate was 37%. In 2024, 7 were dismissed, with 10 receiving severe punishments. The conviction rate was 33%. In 2023, when 8 people were dismissed, 8 received severe punishments and the conviction rate was 23.1%. In 2022, one person was dismissed, 8 received severe punishments with the conviction rate was 36.4%. Similarly, in 2021, 3 received severe punishments and the conviction rate was 33.3%.
According to the NCRB report, corruption cases increased by 78.48% in past five years. There were 79 corruption cases in 2021, while the number reached 226 in 2023 with an increase of 186.08%. In the past two years, the State Vigilance and Anti-Corruption Bureau has tightened its grip on corruption under the government’s zero-tolerance policy. Following this, the growth rate of corruption cases reached 78.48 percent in the five years since. According to a senior Professor of the Law Department of Maharishi University Rohtak, this data indicates either an increase in corruption or an improvement in the rate of filing complaints and taking action against corrupt people. The State Vigilance and Anti-Corruption Bureau and the Lokayukta have been active in the state since the past few years. Corruption is a serious issue at the administrative and political levels in the state.
State Anti-corruption Bureau data reveals that department-wise corruption cases in the state in 2025 were identified as 33 cases in Police Department, 17 cases in Revenue Department, 7 cases in Health Department, 4 cases each in Urban Local Bodies, Food and Consumer Affairs Department, in Electricity Department, Excise and Taxation Department, 3 case each in Transport Department, 2 cases each in Haryana Urban Development Authority, Panchayati Raj, Labour Department, Treasury and Accounts and Education Department. Whereas 14% cases were registered in other departments such as Forest, Food Corporation, Pollution Control Board, Irrigation, Judiciary and Department. There is no place for the corrupt in the department, former DGP Haryana O.P. Singh had said. Newly appointed Director General of Police Ajay Singhal has issued a strong statement on corruption in the department as soon as he assumed office. The DGP has stated that the department is strict against corruption. He cannot directly state that he will be dismissed, but strict action will be taken against those found guilty based on legal advice. There is no place for the corrupt in the departments.
