57,490 cases of crimes against women reported in Haryana

Panchkula: Haryana state police data reveals, as many as 6,949 cases of murder, 11,273 rapes including gang rapes, 23,954 kidnappings, 844 cases of dacoity, 684 cases of crimes against traders  and 8,716 crimes against people belonging to the Scheduled Castes (SC) have been reported in Haryana from January 1, 2019, to July 31, 2025. The government also produced these figures in the Legislative Assembly during the Monsoon Session. As per the data, 57,490 cases of crimes against women, including rape, gang rape, kidnapping, molestation, dowry death, and crimes under the Pocso Act, were identified during this period in the state.

A recent sensational sex-related crimes in Haryana include the arrest of a man by the CBI for allegedly raping minors and circulating child sexual abuse material online as detected through international databases. Additionally, there was much increase in molestation cases between 2011 and 2015. Recently, in June 2025, the Central Bureau of Investigation (CBI) arrested a man from Hisar for allegedly raping multiple minor victims and distributing child sexual abuse material on social media. The agency detected the material and identified the perpetrator by using Interpol’s database and cyber tipline reports.

As regard, statistics on increase in molestation cases, available data from 2011-2015 indicates a significant increase in the number of molestation cases registered in Haryana, although the Haryana government operates a 24-hour Women Helpline (181) to provide emergency response and immediate assistance to women affected by violence. Apart from this, the state has a legal framework in place, including the Gender Sensitisation & Sexual Harassment of Women at Workplace Regulations 2013, to address these issues. However information reveals Haryana has witnessed a reduction in incidents of crime against women, with a sharp decline of 19.6 % in 2024 in which 9,488 cases were registered, as compared to 11,814 cases in 2023 marking a decrease in crimes against women, as disclosed by Chief Minister Nayab Singh Saini during the ongoing budget session of the state assembly.

According to the state crime data there was a substantial decrease of 23.3 % in rape cases in 2024 as compared to 2023. In addition, gang rape incidents witnessed 19.8 % decline. Chief Minister Saini further said that the number of murder cases in 2024 dropped to 966, having a reduction of 8.9 % from the 1,061 cases in 2023. Similarly, cases under the SC/ST (Prevention of Atrocities) Act saw a notable drop of 30.7 %  from 1,514 cases in 2023 to 1,049 in 2024. The chief minister attributed this overall reduction in crime rates to the enhanced efforts of police personnel and vigilant monitoring and efforts by law enforcement agencies to ensure public safety and security.

Between 2019 and 2024, a total of 1,19,011 FIRs were lodged in police stations in Haryana rerlated to crimes including murder, rape, gang rape, kidnapping, robbery, loot, miscellaneous crimes against women, and offenses targeting Scheduled Castes and Scheduled Tribes. Information reveals, out of the 6,338 murder cases registered from 2019 to 2024 more than 95 % cases were worked out, with 12,966 accused arrested. Similarly, more than 97 % of the 22,994 kidnapping cases registered during the same period were solved. In the cases of robbery, 2,594 cases were registered over the past five years, of which 2,491 cases were solved. Similarly, in 97.15 % of the 7,779 cases under the SC/ST Act registered between 2019 and 2024 were also solved. CM Saini asserted that the Haryana government continues to adopt a ‘zero tolerance for crime’ policy and has empowered law enforcement agencies to effectively control crime and maintain law and order in the state. “The government has implemented a range of measures to ensure the safety and security of all citizens in the state,” he said.

While talking to media persons Naib Saini said, the state government is increasing police manpower to keep pace with the growing population, creating specialized units to address heinous and emerging crimes and modernizing the police force to ensure the latest technology, training and resources to combat crimes. Saini also informed media persons that Haryana Special Task Force (STF) has been set up to deal with organised crime, bust gangs involved in crimes such as kidnapping, contract killing, extortion, loot and dacoity between 2020 and 2024 succeeded in apprehending 1,997 accused, 542 most wanted criminals, 256 gangsters/gang members and 1,199 other offenders involved in the heinous crime. The STF has consistently launched massive crackdowns on various gangs and criminals involved in organized crime across the state. In total, the STF arrested 325 offenders in 2020, 227 in 2021, 388 in 2022, 421 in 2023, and 636 in 2024. Saini said the Anti Corruption Bureau (ACB) constituted in the state was successful in controlling corruption in both government as well as in private organizations and was able to send several senior officers and bureaucrats involved in corruption behind bars.
