Online Deed Registration to Become Mandatory Across All 22 Districts; Old System to Be Discontinued, Says FCR Dr. Sumita Misra

Chandigarh: In a major stride toward digital governance, Haryana is set to become one of the first states in the country to go fully paperless in property registration. Financial Commissioner and Disaster Management, Dr. Sumita Misra, announced that beginning November 1, online deed registration will be mandatory across all 22 districts, in line with Chief Minister Nayab Singh Saini’s vision for a transparent and citizen-centric administration. 

The shift marks a complete departure from the decades-old manual process to a fully digital platform, accessible through https://eregistration.revenueharyana.gov.in. After the rollout, the traditional system will be permanently discontinued.

The Department of Revenue has structured the transition in phases to ensure seamless implementation. The first phase was inaugurated by Chief Minister Saini on September 29 at Babain sub-tehsil of Kurukshetra. The second phase, beginning October 28, will cover ten districts—Ambala, Yamunanagar, Karnal, Rewari, Mahendragarh, Faridabad, Fatehabad, Palwal, Jind, and Jhajjar. The final phase will include the remaining districts—Bhiwani, Charkhi Dadri, Gurugram, Hisar, Kaithal, Nuh, Panchkula, Panipat, Rohtak, Sirsa, and Sonipat—ensuring that the entire state adopts the paperless system by November 1.

Dr. Misra explained that the new Online Deed Registration Portal integrates every aspect of property registration into a single, easy-to-use platform. Citizens can verify their identity using OTP authentication, fill out sale deed forms with guided assistance, upload supporting documents, schedule appointments with sub-registrars, and monitor their applications in real time via SMS updates. The system covers all property categories, including residential, agricultural, government, panchayat, and defence-owned lands, as well as apartment sales and joint ownership transfers. Different workflows have been designed for rural and urban jurisdictions to maintain administrative precision and efficiency.

The platform’s three-tier verification system—handled by Registration Clerk 1, Registration Clerk 2, and the Sub-Registrar—ensures rigorous scrutiny through digital signature authentication, photo verification, and secure online payments. Applicants will be required to visit the registration office only once, for final biometric verification and deed execution. Once approved by the Sub-Registrar, three digital copies of the registered deed will be automatically generated—one for the citizen, one for official records, and one transmitted electronically to the Patwari for immediate mutation and land record updates.

To ensure a smooth transition, Dr. Misra said all pending mutation entries must be incorporated into the new system before October 25. Citizens and property dealers have been advised to avoid purchasing new stamp papers, as the paperless system will eliminate the need for physical stamps. Stamp papers already purchased may be used within a week of the new system’s launch in the respective districts. The existing registration mechanism will be phased out after the rollout in each district.

Emphasizing the importance of capacity building, Dr. Misra said a comprehensive training programme for all District Registration Officers (DROs) has been scheduled for October 23 at 11:30 AM, covering all six administrative divisions. To provide on-ground technical support, six software engineers from the IT Division have been deputed division-wise, with their contact details to be shared during the training session. This move aims to ensure immediate troubleshooting during the transition period.

Calling it a “historic moment for Haryana,” Dr. Misra said the 58-year-old manual registration system is being replaced with a modern, corruption-free mechanism that eliminates delays, reduces malpractices, and empowers citizens through transparency. “This is a giant leap toward citizen-centric governance and aligns with the state’s vision of building a Digital Haryana,” she remarked. The initiative also enhances Haryana’s Ease of Doing Business, strengthening its position as a preferred destination for investors and residents alike.

 The fully online system will save citizens significant time and resources while serving as a model for other states aspiring to embrace digital transformation.
