Stray dog attacks & government taking steps to control menace ?

Fast increasing population of stray dogs is a major problem all over in Haryana as well as in other states with increasing number of incidents of attack by stray dogs on people being reported all over in the country including few incidents of death of children playing in streets reported quite often including the statement of a government spokespersons in recent past who said it will move to court seeking changes in the rules on dealing with vagrant animals for which a writ was moved in the Punjab and Haryana High Court from Chandigarh having maximum number of pet dogs in twin city.

Information reveals, in-spite of government in Haryana organized sterilization campaigns at various places on which huge amount was also spent, but there has been no relief in the increasing population of stray dogs and rightly said by a senior citizen that in case no stern action will be taken in this regard the time is not far when the population of stray dogs will become higher that the population in the country. The increasing population of stray dogs has witnessed witnessed drastic increase all over the country in past ew years.
In a recent hearing of a PIL initiated by the court in the wake of a gruesome killing of a dog which attacked, injured children playing in a residential area which was tied up and beaten to death by some people in the locality when speaking to media persons people blamed the state government to deal with the menace and were instead focused on blaming the administration. According to SMO Civil Hospital Ambala Cantt more than 40 to 50 cases of dog biting are received at the OPD in this hospital daily. In fact, this is not the case of only Ambala Cantt civil hospital, but all over in the civil hospitals in Haryana state and there is always a shortage of anti-rabies injections in government hospitals when the patients are asked to purchase the same from the market. However, in the wake of several incidents of dog attacks from various parts of the country, the state government in Kerala has decided to take the legal route for dealing with the stray canine menace.

Meanwhile, a court in Gurugram has imposed a ban on 11 foreign breed dogs. Ban was also imposed over keeping more than a dog by a family and ordered to obtain a license from the government. However, the High Court imposed stop on these orders and the case is yet undertrial in the court for final decision. Municipal Corporation Gurugram informed High Court that there are more than 17000 stray dogs in the town but action to sterilize was taken in case of only 60 dogs for which honorable court expressed deep concern over slow action by the Corporation, saying that Corporation is interested only in recovering registration fee on pet dogs, when Corporation officers said that in past three years 17195 dogs were injected by an hired agency. According to information, till 15th February 2023 through an affidavit Corporation had admitted that 2908 dogs were vaccinated and 1617 cases of dog biting were registered in the district.

According to Municipal Corporation information, ther number of stray dogs is rising in Chandigarh also. According to 2012 information there were 784 stray dogs in the town and between year2015 to 2019 nearly 1400 dogs were sterilized and in-spite of this, during the year 2019 the population of stray dogs was identified as 12922 when the High Court expressed surprise over it. The court raised questions over the funds available, number of staff involved in it and the number of vehicles for lifting stray dogs with the Corporation to provide relief to the people from dogs bite terror. The state government had claimed that certain Provisions of the Prevention of Cruelty to Animals Act and the Animal Birth Control (ABC) rules issued under it need to be relaxed to effectively deal with the nuisance posed by stray canines, It had further claimed that it was taking all precautions and measures to prevent such tragic incidents and would also move the Supreme Court again seeking permission to kill stray dogs which pose a threat to human life. The government had said that its Local Self Government and Animal Husbandry departments were working together to vigorously carry out sterilisation and vaccination of stray dogs in the state.
