Japan-India strategic partnership takes a leap forward in offshore energy innovation
Bengaluru: In a major boost to India’s global engineering footprint, Japan’s Toyo Engineering Corporation and MODEC, Inc. officially inaugurated their new Global Capability Center (GCC) — TOYO MODEC OFS India Private Limited (OFS India) — in Bengaluru today. Spread across 100,000 sq. ft in Godrej Centre, Indiranagar, the state-of-the-art facility is poised to become a nerve center for advanced engineering, procurement, and project support in Floating Production Storage and Offloading (FPSO) systems.
A joint venture between Toyo Engineering India Private Limited and Offshore Frontier Solutions (OFS), a MODEC Group company, the new center embodies a long-term commitment to collaboration, innovation, and excellence in offshore energy solutions. With the capacity to scale rapidly, the center is expected to employ 750 professionals over the next three years — a significant addition to the local talent pool and the growing community of Global Capability Centers in India’s Silicon Valley.

Hirohiko Miyata, President & CEO of MODEC, emphasized the strategic relevance of Bengaluru, saying, “By establishing our base here, we are tapping into one of the world’s richest tech ecosystems. This will help us maintain execution quality, scale with speed, and deliver smarter, more efficient FPSO project solutions to global clients.”
The facility is already operational with around 200 engineers and professionals. Over the coming years, the center will play a crucial role in Front-End Engineering Design (FEED), procurement, and offshore energy project support—strengthening the companies’ ability to meet growing global demand.
The launch ceremony was graced by His Excellency Mr. Nakane Tsutomu, Consul General of Japan in Bengaluru. “The establishment of OFS India is a testament to the deepening economic ties between Japan and India. It adds a new dimension to Indo-Japanese collaborations in high-end offshore oil production technology,” he said. “Bengaluru, with its tech prowess and abundance of skilled engineers, is a natural home for such innovation-driven centers.”
He also noted the significance of this initiative in driving employment, supporting local industries, and enabling knowledge transfer in the highly specialized domain of offshore engineering.
The inauguration drew key industry figures, Toyo and MODEC leadership, and regional stakeholders, all optimistic about the future of this venture and its role in shaping the next chapter of offshore energy innovation.
