Women entrepreneurs press for strong policy action at Haryana Pre-Budget meet

Gurugram:  Women entrepreneurs called for strong and time-bound policy action to help women-led businesses grow into large, job-creating enterprises as Haryana prepares its economic roadmap towards Haryana Vision 2047, at the State’s Pre-Budget Consultation held earlier this week in Gurugram. The consultation, chaired by Nayab Singh Saini, saw active participation from women entrepreneurs led by PHD Chamber of Commerce and Industry Women Entrepreneurs, along with industry bodies and grassroots business leaders.

Placing clear demands before the government, the women entrepreneurs said they no longer want policies limited to startups alone. They stressed the need for government support that enables women to build large enterprises, become part of domestic and global supply chains, and generate sustained employment, positioning women as a key growth force in Haryana’s economy over the long term.

Aligning their suggestions with Vision 2047, the delegation urged the State to identify priority industries and service sectors for women-led businesses and back them with focused incentives, easy access to finance, and stable policies. They strongly recommended setting up Centres of Excellence in future-focused areas such as artificial intelligence, electronics, and deep technology, along with incubation centres offering co-manufacturing and shared facilities to support product development, quality control, branding, and commercial-scale production.

From capacity-building to market integration, the entrepreneurs also pressed for a state-wide micro-business programme to promote self-employment and formal entrepreneurship among women at the grassroots level. The programme, they said, should offer structured training, mentoring, seed funding, and assured market linkages to ensure sustainable outcomes.

Market access and assured demand were highlighted as critical growth drivers. The delegation demanded strict implementation of the 3% public procurement mandate for women entrepreneurs across State departments and PSUs, creation of dedicated export support systems, and regular buyer–seller meets to help women-led businesses expand beyond local markets. To encourage private sector participation, they suggested tax incentives on purchases from women-owned enterprises and SHG-linked initiatives.

The women entrepreneurs further called for end-to-end, market-linked support covering certification, logistics, finance, branding, and compliance, backed by clear impact measurement. They also sought scholarships for women in higher education and STEM disciplines, leadership development programmes, and large-scale awareness campaigns to encourage women’s education and workforce participation, especially in Tier-3 and Tier-4 cities.

Linking growth with sustainability and welfare, the delegation proposed involving Self-Help Groups and Farmer Producer Organisations in increasing green cover through plantation and livelihood-based environmental initiatives. They also recommended workplace health measures, including preventive healthcare and screening programmes, to support women in the workforce.

Emphasising accountability, the women entrepreneurs urged the government to make these measures mandatory, ensure coordination across departments, and put strong monitoring systems in place. Welcoming the State government’s consultative approach, they reaffirmed their commitment to work closely with Haryana to translate Vision 2047 into a practical, inclusive, and women-led growth agenda.
