7 officers suspended, many more in hit list at Haryana’s financial capital

Haryana state government has suspended seven officers including a
Tehsildar and six Naib Tehsildars and action is likely on over a dozen
Patwaris in Gurugram district known as financial capital of Haryana
state. Talking to media persons Dushyant Chautala Deputy Chief
Minister Haryana said that these officers has been charge-sheeted and
action to suspended them was taken by the government under Section-17
notified in 1975. He expressed deep concern over thousands of illegal
registries done in the state in about three dozens control areas in
the state during lock down period when registration of properties were
opened in the state. He said, state government is waiting for detailed
report of irregularities in registration of properties in the district
from Deputy Commissioners in the state when stern action will be taken
against all officers and staff found involved in corrupt practices and
cases would be registered against them with police after suspending
them.
According to Haryana Chief Minister Manohar Lal Khatter, BJP
government in the state believes in corruption-free working as well as
transparency in government offices and such type of irregularities as
well as corrupt practices by a handful of corrupt officials adversely
affecting the reputation of party as well as image of government in
the state, which will not be tolerated at any cost and action will be
taken against those involved in corrupt practices as per section 10,
rule 8 of notification 1975 filing FIRs against them along with
concerned Patwaris tampered the structure or record of land during
verification for self-vested interests thus violating section 7A, rule
8 of notification issued in 1975. Information reveals that
embezzlements in registration of properties have been reported not
only in Gurugram district only but also in other districts across,
which include Faridabad, Sonepat, Hisar, Panipat, Kurukshetra, Jind
and Ambala also worst affected.
All Deputy Commissioners in the state have been directed to check
records of all registrations of properties during lock down period in
tehsil offices thoroughly and forward the reports by August 15 to take
action against staff involved in irregularities. Sources reveal, most
of the officers posted in tehsils spent huge amount for their postings
in the state now involved in embezzlements are trying to have shelter
by political leaders as well as influential people in the state. Few
days ago teams of CM Flying Squads, too, raided tehsil offices in
several districts from where complaints were received from people as
well as MLAs and collected the records of all registrations in which
large number of irregularities were seen where NOC was not obtained
from District Town Planner or municipal office in unauthorized
colonies developed residential colonies on agriculture land by land
mafias illegally through local agents seen moving outside tehsil
offices. According to a senior bureaucrat, all such illegal
registrations are likely to be cancelled and action will be taken
against concerned officials and staff for irregularities. On the
condition of anonymity, a broker told that huge amount towards
‘Suvidha Shulk’ was collected by the concerned tehsil staff in this
period.
Meanwhile, state government has suspended seven officers including a
tehsildar Bansi Lal at Sohna and six naib tehsildars Dalbir Singh
Duggal at Sohna, Hari Krishan at Badshah Pur, Jai Parkash at
Wazirabad, Des Raj Kamboj at Gurugram,  Jagdish at Manesar and a
retired naib tehsildar Om Parkash against whom cases are being
registered.  According to information, Additional Chief Secretary
Finance Department Dhanpat Singh on getting large number complaints
about illegal registrations of properties had visited Gurugram
sometime ago and collected records of about 200 registration cases and
during verification observed that most of the registrations were done
on the basis of fake documents without having NOC from concerned
departments but in due course of time he was retired and cases were
now handed over to  Vijay Vardhan Home Secretary Haryana detected
large number of irregularities
