Six fast-track courts to solve pending crime against women cases in Haryana

Six fast-track courts will start functioning in Haryana state in five districts  which would include two courts in Faridabad district and one court each in Gurugram. Panipat, Sonipat and Nuh district for the speedy trials and decision of heinous crimes against women in the state. Talking to media persons Director General Police Haryana Shatrujit Kapoor said that there is a proposal to start fast track courts in all districts across the state where more than 50 cases of crime against women are registered in the district. He said that these courts would take up cases of rape, sexual attack and dowry deaths. DGP said, judges of these courts would not deal with other criminal cases, which would help them to hear cases on day-to-day basis and complete trial speedily. He said, the courts where the number of such crime against women is more than 100, like in Faridabad district two such courts would be established.

According to information, It is often seen that the victims turn hostile due to long legal proceedings, threats and social pressures. This initiative will help in completing trials quickly and also raise conviction rates in crimes against women and can act as a deterrent to others. Information also reveals that meanwhile, no fast-track court has been designated so far in the district courts of Kurukshetra, Panchkula, Jind, Kaithal, Narnaul, Rewari, Sirsa and Yamunanagar districts in Haryana as they have less than 50 cases of rape and dowry deaths. The Union Cabinet is learnt to have given its nod  to the special fast-track courts to deliver swift justice in cases involving sexual offences. Information also reveals, after the passage of the Criminal Law (Amendment) Act in 2018 in after the ‘Nirbhaya’ gangrape case in Delhi, the Centre government had decided to set up 1,023 fast-track special courts, including 389 to deal exclusively with cases related to violations of the Protection of Children from sexual offences (POCSO) Act, in 31 states and union territories, despite the Centre’s efforts only 754 of the 1,023 courts are now operational.

DGP Haryana Kapoor said that special training programmes are being started in Police Academy for female police officers as well as the staff of scene of crime teams providing them investigation kits to investigate the cases thoroughly. Forensic Science Laboratory has being directed to submit the reports of DNA test quickly enabling quick decision in sex related cases. He said, in case of rape, gang- rape of minors the court will be requested the accused should be sentenced to death. Nazneen Bhasin DIG said that the state is going to recruit more female police staff for women police stations in the state to keep immediate track on crimes against the women in the state. She said that more than rwo lakh CCTV cameras are being installed in the state for the security of females and to take immediate action in case of crimes against women. She told that Nodal Officers of DSP rank are being appointed in every district to curb such crimes.
