Embezzlements in nearly 64000 property registration cases in Haryana

Show cause notices were served to nearly 230 revenue officers including 133 Tehsildar, Naib-Tehsildar and 97 Sub Registrar working in Haryana state allegedly involved in embezzlements detected in nearly 64000 property registration cases in the state between year 2018 and 2022 when thorough investigation of each and every property registration case was made in this period by the government when question was strongly raised in Vidhan Sabha session by all political parties in opposition.  Information reveals, most of the irregularities by the concerned officers took place during lock down period declared by the government during epidemic outbreak in the state as well as in entire country and government was busy in facing the same. Information reveals, the concerned officers as well as other staff including registration clerks and ‘Patwari’ remained busy in illegal practices including violation of section 7-A in large number of cases, finalising property registration cases on the basis of fake documents, property registrations in unauthorized colonies developed by land mafias and without obtaining  ‘no objection certificates’ from concerned departments.

It was observed that maximum number of illegal registration of properties were finalized by these officers sitting till late night in their offices during lock down period declared in the state and officers as well as staff members were involved in illegal practices obliging land mafias, developers of illegal colonies, agents mushrooming in government offices and for their self-vested financial interest. According to Haryana Financial Commissioner P.K. Das, surprisingly most of the officers served show cause notices have not reply so far and now being given another chance to clarify reason for such irregularities in property registration cases enabling ruling government to submit report in Vidhan Sabha, failing which state government will be compelled to take stern action against such officers and other staff in these offices.

Information reveals, embezzlements including violation of rule under Section 7-A in majority of property registration cases were detected by specialised teams deployed by the government in all divisions in the state when irregularities on nearly 64000 property registration cases were detected in four years record in the state which included maximum number of 21716 cases of irregularities in Gurugram division,  9774 cases detected in Karnal division, 2864 cases in Ambala division,  1016 cases in Hisar division, 10894 cases in Rohtak division and 18358 cases  in Faridabad division. State Financial Commissioner said, stern action is being taken against all officers as well as other staff in offices avoiding to clarify reason for such a large number of embezzlements in property registration cases in the state.
